after being stuck here for 3 hours, i checked the walkthrough and the youtube video, Habenara does not want the horsehoe with tar, is something wrong with my game?

Has anyone else run into this? I have everything I need in order to set sail, but when I talk to Gusty Nethers, the option to come aboard is not there. It was when I first spoke to him, which told me what I needed to join the crew, but it in not there now that I have the items. I have talked to him several times, but the option to board never comes up....
